This old documentary is a bit damaged; the sound is of a poor quality at the beginning
but gets better a minute or so in.  

This film discusses measures with which a society can be graded on a spectrum,
stretching from democracy to despotism. Nations can be ranked by how much power is
concentrated in the hands of a few, while respect for individual liberties is more or less
restricted. How does your community, state or nation measure up on these scales?

deny the electorate exposure to items with such obvious educational value?
