This old documentary is a bit damaged; the sound is of a poor quality at the beginning but gets better a minute or so in.
This film discusses measures with which a society can be graded on a spectrum, stretching from democracy to despotism. Nations can be ranked by how much power is concentrated in the hands of a few, while respect for individual liberties is more or less restricted. How does your community, state or nation measure up on these scales?
